Abstract

Non-formal education is one of the paths provided by the government to improve access to education in Indonesia. One of the implementations is through the Education Package B Program equivalent to SMP / MTs. The reason for implementing the Package B Program is to succeed in the 9-year compulsory education. Although the program has been running for a long time, there are still many obstacles. The main obstacle faced is regarding understanding for curriculum development. Non-formal curricula that are slightly different from the formal curriculum, expect special attention and design from the executor. However, organizers and tutors do not understand this, so the curriculum development carried out is still like formal education. Therefore a study was conducted on the difficulties of tutors in understanding non-formal curriculum. in this study described the difficulties that occur in the implementation of non-formal education in terms of understanding content standards, process standards, and assessment standards according to KTSP. Based on the results of the study, it was found that the implementation of non-formal education was not in accordance with the established curriculum reference.
